WORLD ICE HOCKEY HONG KONG 2000 TOURNAMENT
RULES
GENERAL
· Rules will be administered according to the North American Recreational Hockey Association Rules in modified format.
OFFSIDES & ICING· The two-line pass rule is in effect if a pass originates inside the offensive blue line to a player whose skates are over the defensive blue line. ·
Blue line calls will be made
in the normal manner. The delayed offside rule is in effect. If a linesman
signals a delayed offside all players must go back on side and clear the
offensive zone at the same time. ·
Icing will be called if a
pass or shot originates from behind the goal line in the defensive zone
and crosses the goal line in the attacking zone. The puck does not have to
be touched for the play to be
called. BODY CONTACT·
This is a NO-HITTING
tournament. Hockey is a physical game so there will be incidental contact,
but body-checking will be strictly forbidden under any
circumstances. Particular caution should be taken when a player is against
the boards with his back to you. ·
If two players are close
together, they may use strength to wrestle the puck free of each other
without being charged with a penalty. Similar to basketball, a defensive
player is not required to yield his position to the offensive player, but
lining up an attacking player for a hit will result in a penalty being
assessed. ·
Penalties (see
penalties) assessed for “hitting” may be: Charging, Boarding,
Elbowing, Hip Checks. Any infraction will result in a minor penalty being
assessed. If the Referee deems the hit to be “aggressive” then a major
penalty will be called and if the hit results in an injury and/or draws
blood, then a major penalty plus a game misconduct will be assessed. If a
player receives two major penalties in any game for whatever nature, the
player will automatically be ejected from the game.

“Hitting From Behind”
will result in a “Match Penalty” being assessed. The Referee’s
decision is final. ·
Any intent to injure at
anytime will result in a “Match Penalty” being assessed. The
Referee’s decision is final. BLOOD RULE
·
Any player who draws blood as a result of a hit or stick
infraction will automatically receive a major penalty and a game
misconduct. If the infraction is intent to injure a “Match Penalty”
will be assessed. · Any player with visible blood running from a incident may not participate in play until the matter is attended to.
PENALTIES
·
Minor penalties will be 3 minutes runtime; Major penalties
will be 6 minutes runtime. During stop time, Minor penalties are 2 minutes
and Major penalties are 5 minutes. ·
A “Match Penalty” will be 6 minutes runtime (5 minutes
stop time) plus ejection from the tournament. If a player receives a
“Match Penalty” he his automatically ejected from the tournament and
must receive permission from the Tournament Executive Committee to return. ·
Any player who receives two Major penalties in one game will
automatically be ejected from that game as well as the following game. ·
Fighting infractions will result in a Major penalty plus
ejection from the game. Third-Man-In-Rule is in effect. A third player who
joins in a fight will automatically be ejected from the game. ·
Any player incurring a “Game Ejection” will be ejected
from the current game as well as the following game. ·
Any player who receives 3 sticks infractions (high stick,
slashing, butt-ending) in one game will be ejected. NEW
Any contact on the goalie (stick, skate, body) by an attacking
player for any reason (except where aided by a defensive player)
will result in a Minor or Major penalty being called. NEW
In the opinion of the Referee if a team is short handed due to
penalty (s) and they are deliberately trying to stall for time (changing
players, lining up for face-offs) then an additional Bench Minor penalty
will be called for delay of game. Each team will receive ONE WARNING for
the tournament, regarding this rule. The Referee-In-Chief shall have final
discretion over the application of the rules. Any circumstances forwarded
to the Tournament Executive Committee for decision will also include his
recommendations. The aim of the officiating crew is to ensure first and foremost is that the tournament remains FUN and SAFE at all times.
